施绍辰，浙江吴兴人。擅长油画、漆画。历任江西革命博物馆美术干部，浙江美术学院油画系副教授。作品有《依依亲人泪》、《茫茫赣水长》、《火的艺术》等。
1964年毕业于中国美术学院油画系，1988年国家教委派赴阿尔及利亚国家等美术学院研讨 “马格里布”绘画与北非艺术，并赴法国、瑞典等国考察艺术与教育，历时两年余。60年代中从事博物馆历史画创作，作品场面宏大，笔墨萧洒 ，参加历届全国美展，觉于国家次要 刊物，并为国家博物馆收藏。80年代创作探索专题江南故里，朴质典雅，多次参加国内外展览且均被收藏。90年代考察回国后，创作了1 批具有浓厚的异国情调的阿拉伯风情作品，构成 了干厚浓重的油画表现特色，为多国画廊注视 。1995年在香港举办专题画展，出版专题油画集《撒哈拉风情》。
