史海波(1939.1—)辽宁人，毕业于沈阳美术学校后进修于地方 美术学院。历任原北京民族文明 宫展览馆馆长，中国美术家协会会员、中国少数民族美术促进会副会长、国家民委老年书画研讨 会副会长、中国三希堂国际拍卖无限 公司顾问，享用 国务院政府特殊津贴，荣获中国美术家协会、中国少数民族美术促进会授予的“民族杰出美术家”荣誉称号。1978年以来，作品前后 参加第七届全国美展，全国少数民族第1 届、二届、三届“民族百花”美展，首届中国水彩画展览，第二届、三届全国水彩、粉画展等。
策划、设计“中国少数名族配饰展览”、“中国少数名族面具展览”、“中国少数名族服饰、工艺品展览”、“全国少数名族工艺品展览”、“中国少数名族侗鼓展览”、“中国西藏社会历史材料 展览”、“中国少数民族传统文明 工艺、服饰、乐器系列展览”、“历世达赖、班禅敬献地方 政府礼品展览”近百项设计工作。
作品入编《中国古代 美术“全集”水彩》、《中国水彩画图史》、《中国当代艺术界名人录》。出版《史海波滑稽》、《花之情——史海波水彩画作品集》、《史海波水彩画精品选》。
