张英伟(1938—)辽宁锦州人。擅长油画、水彩画、连环画、插图。1964年毕业于地方 戏剧学院舞台美术系，历任部队文工团舞台美术设计，锦州市文联组联部主任，锦州画院院长，1 级美术师。油画《渤海湾之晨》被中国美术馆收藏，水彩画《小石潭》参加1986年全国水彩、粉画展，水彩画《山里妹子》入选全国首届水彩画艺术展。出版有《张英伟黑白插图选》。
