史永哲(1942.4—)笔名史甄，河南人。擅长漆画、中国画。1961年九月毕业于西安美术学院附中，分配到西安特种工艺美术总厂，直到2001年退休是独一 从美院毕业分配到工艺零碎 而坚持到底者。迄今从艺年龄47年工艺美术艺龄至今44年，在厂工作40年。
60年代前期学习漆器跟我省漆器老艺人杨尚武学习漆艺线刻雕填工艺，并继承发展。杨尚武先生为西安市60年代命名工艺美术大师。解放前曾在甘肃天水、四川成都从事漆器手工业劳动。来西安后成立敬业公司(漆器专行)继承和发展了天水雕填工艺，独创线刻雕填工艺。西安初期 漆器衣箱、拐杖、茶具小件均出于杨尚武之手。合作化后成立西安工艺美术厂。杨为漆艺老艺人。西安美院61年分配到该厂的先生 大部分从事漆器之作。为漆器事业在陕西和西安的发展成长输入新的血液和起到了奠础作用。
60年中期至70年代未开发，引进漆器屏风生产工艺从事锒嵌、雕刻、描金工作，后厂内成立设计研讨 所，主管创新开发工作。在从事漆器锒嵌屏风产品的?30年期，也是西安特艺厂处于良性运转的辉煌时代。其中本人1 面掌管 设计开发、培训1 方面主管技术副厂长业务。美术学院师生置身于工艺美术，充分显示了他的优势。当时全厂职工最多时有700余人。辐射周边市、县加工点近千余人，在全国漆器行业名列前茅。行评中成绩突出，为全国漆器十大重点企业。1988年赴日本国京都市立艺术大学研讨 生院研修日本漆艺。综合中国传统技术和日本漆艺在西安推广并在全行业推广西安漆画工艺应运而生。作品漆屏风在日获得京都市工美展“银奖”在日留学期曾举办“漆墨展”个展二次。深受好评。70年代中期培训、引进、开发贝雕及羽毛画工艺的空白，为旅游纪念品生产的开发创出新的品种。
在掌管 技术管理和研讨 所工作期间掌管 技改项目“传统漆膜干燥荫房古代 化管理”在全国推广。大漆干燥恒温自动控制零碎 是全国漆器行业的首次项目。特艺厂较成功的建立了恒温恒湿荫房。此项目通过验收。并全国漆器行业推广。

现任中国美术家协会会员、中国工艺美术学会理事、陕西省工艺美术大师、长安书画院院长。
日本国京都、东京第四届、第八届国际水墨画展参展并收藏，美国纽约艺术中心《中国中青年画家名作展》参展并收藏，日本国京都艺术中心两次举办水墨画个展，日本国京都国际留先生 工艺展漆画获《银奖》。
