王彦发，1951年出生于河南临颍县。1977年毕业于河南大学美术系，曾任河南大学美术系副主任、主任，河南大学艺术学院常务副院长。现任河南大学艺术学院教授、硕士研讨 生导师，中国教育部高等院校美术教育指点 委员会委员，中国艺术教育促进会理事，河南美术家协会副主席，河南美术家协会水彩艺术委员会主任，河南省教育界书画家协会副主席，中国美术家协会会员，郑州轻工业学院易斯顿美术学院常务副院长。

美术作品多次入选全国美展，并在国家核心杂志《美术观察》、《版画艺术》、《水彩艺术》、《中国水彩》、《美术研讨 》、《文艺研讨 》等多家刊物上发表。水彩画《爽秋》、《牧归》、《红果》、《静物》分别获省美展1 等奖，其中水彩画《红果》入选国家重点出版工程《中国古代 美术全集》。在高等教育出版社、山东美术出版社、河南美术出版社、河南大学出版社、海燕出版社出版有《素描基础教程》、《素描基础训练范例》、《色彩基础训练范例》、《色彩》、《高考美术指点 与试卷评析》等著作；主编高等院校美术与艺术设计专业教材20多部（河南大学出版社出版）；主编河南省中小学美术教材1套共18册（人民美术出版社出版）。1997年被教育部卫生与艺术教育司特聘编写高校教材《水彩》。2000年获曾宪梓全国教学成果三等奖，2009年水彩画《红山楂》获俄罗斯国际绘画艺术大赛二等奖，并在俄罗斯世界艺术杂志上发表。2012年，油画《藏女》获俄罗斯国际绘画艺术大赛二等奖。
