齐乃普(1957.4—)笔名齐观，黑龙江哈尔滨人。擅长漫画、中国画。技校毕业后干钳工、美术教师，历任《贵州航空报》美术编辑，贵州航空工业总公司企业抽象 策划。1983年开始漫画创作。作品《雁南飞》、《觅》、《骑不动的单车》、《比》等参加第七届全国美展、中国漫画展等。
