安徽安庆人。少年时代师从孙多慈学习美术。1942年入重庆地方 大学艺术系，受业于徐悲鸿、黄显之、吕斯百等人。1947年，地方 大学艺术系毕业。应徐悲鸿之邀任教于北平艺专，1950年任教于地方 美术学院绘画系。曾任地方 美院油画系教研室主任，油画系研讨 生班主任、教授，中国美术家协会会员。作品有油画《模范饲养员》、《青纱帐》、《早，小蜜蜂》、《氧气》、《新线》等，作品被中国美术馆、军事博物馆等收藏。漫画《运砖》等获第六届、七届全国美展银质奖。出版画册有《中国漫画系书·韦启美卷》、《中国巨匠美术丛书·韦启美卷》）（台湾）等。

1949年油画《儿子立了功》参加第1 届全国美展；1957年油画《模范饲养员》参加第1 届全国青年美展；1963年油画《初春》参加“公社之春”美展；1976年完成油画《青纱帐》由中国革命军事博物馆收藏和陈列；1984年漫画《运砖》获第六届全国美展银牌奖，油画《大坝的构思》参加第5 届全国美展；1985年油画《讲座》参加第1 届全国油画展；1988年《魔术师》参加中国油画人体大展；1989年漫画《好奇》参加第七届全国美展获银牌奖；1991年油画《附中的走廊》《独奏》参加地方 美术学院“20世纪—中国”美展；1994年《中国巨匠美术周刊—韦启美》在台湾出版，油画《明大的风云》参加中国油画学会展。
