高仁歧(1955.5—)别名黑扬子，江苏太仓人。擅长油画。1984年至今任济南军区政治部创作室创作员。作品有《归来》、《庆宴》等。《通向胜利的路》被中国美术馆收藏。《天蓝蓝，海蓝蓝》获第九届全军美展油画大奖。作品多次参加全国展览。1998年落成高仁歧油画艺术馆。
