男，号闲翁。黄骅市文明 馆退休，副研讨 馆员。黄骅市政府文明 顾问，黄骅市美协主席，河北水彩研讨 会会员，中国美术家协会会员，中国画院特聘画师。河北黄骅人。擅长水彩画。1942年12月生，河北黄骅市文明 馆美术干部，中国美术家协会会员，副研讨 馆员，省美协会员，省水彩研讨 会会员，市政协委员。60年泊师毕业，后任美术教师，影院美工，84年进文明 馆至今。
1960年河北省泊头师专毕业后任中小学美术教员。作品《葛洲坝印象》入选全国水彩画展，《鱼市》入选第七届全国美展，《时尚》入选第二届全国水彩画展，《驿——纪念中国邮政百年》入选中国水彩艺术展，《打马球》、《壁画的诉说》、《春游》等入选全国性水彩画展。》、《阳春三月》等作品分别入选由浙江美院、中国水彩画家协会和 中国美协主办的全国画展，在北京、杭州、武汉、重庆、深圳、香港、马来西亚等地展出。美术作品三次获河北省美术创作1 等奖。大型国画《徐福东渡》等被河北会堂和柏林禅寺收藏。2006年，国画《天马》、《大漠沙如雪》和水粉画《苍岩山》入选首届中国美术家协会网优秀作品展，三件作品由中国美术家协会网收藏。并应聘为中国美术家协会网签约画家。
绘画作品四次获省美术创作1 等奖。《鱼市》入选由文明 部，中国美协组织的七届全国美展。从86年至97年，作品12次入选由中国美协或中国水彩画家学会组织的全国美展，在北京、杭州、深圳、重庆、香港、马来西亚等地展出。91年和93年，中国美协外联部分别从全国选百件水彩作品在美国旧金山。
南海艺术画廊举办“当代中国水彩画展”，《塔尔寺印象》和《时尚》分别入选。《壁画的述说》、《阳春三月》、《春游》等分别被上海人美、中国美术学院、香港心源、东北 师大等出版社出版。　
2008年5月，《李维学画集》“盛装”发行，《李维学画集》由解放军文艺出版社出版发行，画集装祯精美，分国画卷、水粉卷，收录作品130幅。
上册国画卷内容多为人马题材，调马、远行、狩猎、放牧等。在绘画款式 上又分宣纸和粗纸两种。宣纸水墨以线为主，略点淡彩，画风清新高拔，透着内省和灵性。粗纸墨彩则施以粉底，墨彩间施，寻求 古代壁画的斑斓残破，空灵闲适的意境，内容虽取材乡野，却文气十足，汲古含禅，设色清淡却精微厚重，墨线清润绵软却张力十足，彰显了画家求虚致静的艺术寻求 。
