潘义奎，中国著名油画家、博士、俄罗斯华人艺术家协会主席、甘肃画院副院长、甘肃省美术家协会副主席、俄罗斯美术家协会会员、中国美术家协会会员、甘肃省政协委员、甘肃省民革委员，尼古拉·列里赫国际奖章和俄罗斯艺术科学院金质奖章获得者，此奖章更被誉为艺术界的诺贝尔奖。
2002年毕业于西安美术学院，同年任教于兰州财经大学艺术学院
2008年创作巨幅油画《多彩中华和谐中国》，被北京奥林匹克组委会授予最好 创作奖
2008年就读于俄罗斯国立师范大学攻读硕士学位
