赵洪霞，男，1964年4月生于河北省邱县前段寨村。1983年加入由著名漫画家陈跛子、李青艾举办的“青蛙”漫画组。1987年破格转为国家干部，邱县文明 馆工作。系中国美术家协会会员。
漫画作品《桥》、《桃园新结义》分别入展全国“第六届、第七届美展、获河北省美展1 等奖；《从理想到理想 》获“98年度《讽刺与幽默》优秀作品奖等省级以上奖25项。
