张琦，字十足，观馗堂主人，1965年出生于鹿邑老子故里，毕业于河南大学美术系，曾在部队从事美术创作工作，1995年到解放军艺术学院深造，1998年考入地方 美术学院高研班，现为中共地方 国家机关工作委员会紫光阁画院主任。现为中国美术家协会会员、中国书法家协会会员，国家1 级美术师。
